“ Parking restrictions are a matter of a municipality exercising due diligence and concern for the safety of all road users. The fact that a road does not have collisions is often directly attributed to the parking regulations in effect on that street. In North America, road width and road operation (one-way vs. two-way traffic) play major roles on where parking is or is not allowed. Prohibiting parking on one or both sides of a street based on its width minimizes conflicts between opposing directions of traffic flow, motorized traffic/cyclists, moving traffic/parked vehicles, and enhances sight lines between motorists and pedestrians. Prohibiting parking in proximity to intersections ensures adequate sight lines are provided between pedestrians and intersecting directions of vehicular traffic. Prohibiting parking at certain times of day enhances safety in areas where the neighbourhood environment suggests that allowing parking during these times is potentially problematic, or where optimizing traffic flow and public transit operations is a priority. Time-specific parking prohibitions are often implemented in proximity to schools and along rush hour routes. Time limited maximum parking restrictions like "1-hour maximum" promote parking turnover in areas where there is high demand for parking, such as along retail strips and in residential areas where long term commuter parking or transient parking frequently occurs, depriving residents and their visitors of parking opportunities. Long term parking, particularly in residential neighbourhoods also impacts on a municipality's ability to sweep or plow and/or remove snow when necessary. In many municipalities competition for curb space to facilitate delivery activity, transit operations and general parking is an ongoing battle for traffic engineering staff to meet the demands of the community. At the end of the day, where, when, and for how long parking is allowed on a street is determined by its impact on safety.”
